Hello everyone
This darned laptop has Windows ME but it always uses up to 60-70% which is quite annoying. Its memory is 64 MB of RAM.
I've already removed all the spyware Spyware S&D detected and cleaned up unnecessary files, but even after that all my common applications still lag and/or slow down. Can anyone please help me? Thanks!

2. Turn off Background Compaction.

When a message is deleted, moved or marked as read in an OE message file (dbx), then wasted space is generated in that file, and the folder must be compacted to remove that wasted space.

By default, OE turns on a feature under Tools | Options | Maintenance called "background compaction", which turns itself on if the folders in your message store get too much wasted space. This feature uses 100% CPU time and slows down your system, while it is active. In addition, if the process is somewhat interrupted, then the entire message store can become corrupt.

To prevent such corruption, turn off background compaction under Tools | Options | Maintenance for each Identity you have, and then compact manually and frequently using File | Folder | Compact all. This will make OE more stable.

3. Turn off email scanning in your antivirus software.

Antivirus software invades the Outlook Express program to try and intercept (incoming and, in some cases, outgoing) messages that might contain virus.

The problem with this approach is that the antivirus software can trigger the destruction of an entire message folder or the entire message store, when it attempts to remove a message containing a potential virus.

To prevent the possibility of such destruction occurring, turn off email scanning in your antivirus software. You will still be protected against infection. If you attempt to open a message attachment containing a potential virus, then your antivirus software will recognize that you are attempting to infect your system, and will block you from doing so. The best practice on the user's part is to save an attachment to disk and then scan it with the antivirus software prior to opening it. Opening messages themselves (if you have the latest security updates from Windows Update) will not infect your system -- only attachments.

You do not need additional email scanning on top of your system being continuously scanned by antivirus software, so turn off email scanning to prevent destruction of your message store.

Windows Explorer , Delete all the files ( except the read only file ) in Windows > Applog . Taskmon will rebuild the Applog file .
To view Applog , do this .

4. Tweak Your System Properties, Part Two

These are more significant tweaks than the ones above. The benefits are greater, but so are the complexities.

Enabling DMA for drives that support it can speed the drives by 15 percent, while simultaneously reducing CPU loads by up to 40 percent.
Start by right clicking "My Computer," then Properties, then Device Manager. Next,click Disk Drives, then your hard drive(s) -- you may see a nonspecific name such as "Generic IDE Disk Type 01" -- then on Properties, and then the Settings Tab. See whether the DMA (Direct Memory Access) box is checked. If it isn't, considerchecking it. Next, follow the same steps for the CD-ROM(s) listed in your Device Manager. If your system can use DMA, you may see a significant speed increase in your drives -- up to 15 percent faster drive throughput, with a 40 percent reduction in CPU load. But DMA is a complex subject, so get the full scoop before you proceed.

Number One:
If you are experiencing "random" slowdowns and "high" CPU usage for no reason, this service is THE most likely cause of the problem. This service is also a major cause of "missing" disk space. System Restore could be taking up 3 GB of space, just on it's own.
