Outlook 2003 wont play sound when first opened...

Ok, here's the deal...

I chose a .wav for my "new mail notification".

Yes, it is checked to "Play a sound" in settings.

When I have my Outlook 2003 minimized in taskbar, and new mail comes...it plays the .wav just fine.
If I open up Outlook 2003 for the first time that day, and it has new mail listed...it never plays the wav.

Is there something in my settings or is it one of those "rules" settings that I don't have configured right in WinXP?
