ok, so the problem started way back when i tried to start cygwin's sshd secure shell server.
turns out i needed to allow more permissions to the user i was trying to use to the cygwin directory. but i'm running XP Home, so i needed to install the x86 version of the Security Configuration Manager so i could modify permissions.
but then when i modified permissions my computer would freeze up, and after some troubleshooting i think the problem is that i didn't have the NT Service Pack 4 installed for server purposes, but there's no active links online for this pack.
so now im completely lost. any help with any of the above problems would be very much appreciated!

To Download the English version of Service Pack 4:
Accept the License Agreement.
Choose a Downloading Option.
Begin downloading.
To Download International versions of Service Pack 4:
Choose the language.
Accept the License Agreement.
Choose a Downloading Option.
Begin downloading.
Begin process to download an International version of Service Pack 4
